What happened
Claude Code, the coding assistant from Anthropic, recently added support for AGENTS.md. This file stores project instructions for coding tools. A report found that Claude Code skipped the file when telemetry was disabled.
Przemysław Szypowicz tested the behavior in an empty directory. He placed a made-up marker word in AGENTS.md, then asked Claude Code for that word. The tool found it with telemetry enabled. The system behind the problem
AGENTS.md is a local instruction file. It can describe test commands, formatting rules, or files that an agent should avoid changing. Reading it should normally require access to the local disk, not a telemetry decision.
Claude Code implemented the new support through a built-in agents-md module. The module used a remote feature flag. A feature flag is a server-controlled switch that turns a feature on or off. When telemetry was disabled, Claude Code could not fetch the switch. The module then appeared unavailable, so the local file was never loaded.
This created an odd dependency. A privacy setting changed whether the tool could use a file already sitting on the user’s computer. The session also gave no clear warning. A user could think the instructions were badly written, rather than skipped.
Why it matters
The main risk was missing instructions, not evidence of a data leak. If the file contains required tests or safety rules, the assistant may start work without them. Different computers can then behave differently inside the same project.
This matters most for teams that disable telemetry by policy. They may expect local project rules to work the same way. A silent change makes that expectation difficult to verify.

What remains uncertain
One user’s reproduction does not define every affected setup. Version, distribution channel, rollout timing, and project settings can change the result. The report also does not establish whether other new features have the same dependency.
The headline is therefore useful but simplified. Telemetry was part of the path to a remote feature switch. That does not prove Anthropic intentionally required telemetry to read a local file.
What to watch next
Users should check their Claude Code version and update to 2.1.281 or later. They should also test whether their own AGENTS.md is loaded. Teams can use a small marker test during upgrades and document their Project instructions setting.
Anthropic’s public source should make the loading rules clearer. The stronger design would keep local file loading independent from telemetry, or clearly warn when a file is present but skipped. The central lesson is simple: privacy settings should not silently change project instructions.
